Hi, Ron. I forwarded your question on to Penn State Extension educator Tom Butzler, and here is his response:
“There is a canker that occurs on willows caused by the fungus Phyalospora miyabeana. I don’t see it that much in the landscape but according to Penn State’s Woody Ornamental Insect, Mite, and Disease Management Guide, the canker forms on leaves and spreads to engulf and kill larger woody twigs in the summer. If the weather is wet, pink spore masses from on the blackened twig cankers. The only recommendation is to avoid planting highly susceptible cultivars in the landscape.”
